Sea wants to list Monee and take on AWS with Sea Cloud: why investors sold the news

What is Sea planning? Two things at once: a public listing for its fintech arm Monee and a new cloud business called Sea Cloud. Founder and chief executive Forrest Li laid out both plans in an internal memo sent on the ninth anniversary of Sea's New York debut, as reported by Fintech News Singapore, citing a memo reviewed by Reuters.

Investors did not cheer. Sea's shares fell 7.76 percent on 20 October, according to market data, as the market focused less on the potential value of a Monee listing and more on the cost and risk of taking on Amazon Web Services and Alibaba in cloud computing. For Southeast Asia's most valuable internet company, the memo marks a turning point: from a consumer platform built on Shopee and Garena to a group that wants to sell financial and computing infrastructure to businesses.

What is Monee and why list it?

Monee is Sea's financial services business, offering mobile wallets, payment processing, consumer and merchant loans, and digital banking. It was known as SeaMoney until a rebrand in May 2025, and it operates across eight markets: Singapore, Malaysia, Indonesia, Thailand, Vietnam, the Philippines, Taiwan and Brazil.

Li told employees that taking Monee public would give the business more resources and opportunities to grow, according to the memo. A separate listing would also let investors value the fintech arm on its own, rather than as one part of a group that also includes e commerce and gaming. That matters because fintech businesses with strong lending and payments franchises often command different valuations from online retailers.

Timing is favourable. The Philippine digital wallet GCash, through its parent Mynt, raised a record sum in its Manila listing this month, showing that investors will pay for scale in Southeast Asian fintech. We covered that deal in our report on GCash's stock market debut. No listing date, venue or valuation for Monee has been disclosed.

    What is Sea Cloud?

Sea Cloud is the more surprising part of the memo. Sea plans to offer cloud services to businesses around the world under the new arm, describing it as an AI first enterprise platform, according to The Edge, citing Bloomberg. That would put Sea in direct competition with Amazon Web Services and Alibaba Group's cloud operations.

The logic is that Sea already runs enormous computing infrastructure for Shopee, Garena and Monee, and has built expertise in serving millions of users across emerging markets. Selling that capability to other businesses could create a new revenue stream. But cloud is capital intensive, dominated by giants with deep pockets, and increasingly shaped by the cost of AI chips and data centres.

Investors will pay for a fintech listing that unlocks value. They are far less sure about paying for a cloud war against Amazon.

That tension explains the share price reaction. A Monee listing could crystallise value, while Sea Cloud could absorb cash for years before it pays off.

    How big is Sea today?

Sea has grown dramatically since its 2017 listing. Li said quarterly revenue has risen more than 80 fold, reaching 7.8 billion US dollars in the second quarter of 2026. Shopee is the region's largest e commerce platform, Garena remains a major gaming business, and Monee has become a significant lender and payments provider across Southeast Asia and Brazil.

The group has also been through hard years. After a pandemic boom, Sea cut costs sharply, exited several markets and refocused on profitability, which restored investor confidence. The new plans signal that Li believes the business is strong enough to expand again, both by unlocking Monee's value and by entering a new industry.

The key questions for shareholders include:

    • How much capital Sea Cloud will need before it becomes profitable
    • What valuation Monee could command as a standalone listed company
    • Where Monee would list, with Singapore, New York and regional exchanges all possible
    • How regulators in eight markets will view a separately listed Monee
    • Whether Shopee's growth can keep funding new ventures

What it means for Southeast Asian fintech

A Monee listing would be one of the largest fintech IPOs in Southeast Asia's history and would sharpen competition with rivals such as GCash, Maya, Grab Financial and GoTo Financial. Maya is already being courted by the Philippine Stock Exchange to follow GCash, and Grab has been expanding its lending and digital banking presence across the region.

It would also test how public investors value digital lending in the region. Monee's loan book exposes it to credit risk in markets where household debt and inflation are rising, and the Philippines and Indonesia are both dealing with high inflation and weak currencies. Strong disclosure on credit quality will be essential to any successful listing.

For regulators, a separately listed Monee would mean a large, cross border financial company with its own shareholders and governance, operating digital banks and lending businesses in several jurisdictions. That could bring more transparency, but also more scrutiny.

    What Sea investors should watch

Sea's third quarter results, expected in November, will be the next opportunity for management to explain the plans in detail. Investors will want numbers: how much Sea Cloud will cost, how fast Monee's lending is growing and what its credit losses look like.

Watch for signs of a listing timetable, advisers being hired or a choice of exchange. Singapore's exchange has been pushing to attract large listings and has been working on closer links with the Philippine Stock Exchange, which could make a dual approach possible.

For now, the market has delivered a clear first verdict. It likes the idea of unlocking Monee and doubts the wisdom of fighting Amazon in the cloud.

When was the Forrest Li memo sent?

The memo was sent around the ninth anniversary of Sea's New York Stock Exchange debut in October 2017, and its contents were reported by Reuters and Bloomberg on 20 October 2026.

Why would a separate Monee listing matter to Sea shareholders?

A separate listing could let investors value the fintech business on its own terms and give Monee more resources, though it would also mean Sea shares part of Monee's future growth with new investors.

    What risks does Monee face?

As a lender, Monee is exposed to credit risk in markets where inflation and household debt are rising, and it must meet different banking and lending rules in each of its eight markets.

Sea's memo shows a company ready to expand again, both by unlocking the value of Monee and by betting on enterprise cloud. The first plan fits a market that is rewarding Southeast Asian fintech scale, while the second asks investors to fund a long, expensive fight against global giants. How Sea balances those two ambitions will shape its share price, and the region's fintech landscape, through 2027.
