Chiang Mai beats Singapore as Southeast Asia's safest city, while Singapore ranks third in the world for quality of life

Chiang Mai beats Singapore as Southeast Asia's safest city, while Singapore ranks third in the world for quality of life

What is the safest city in Southeast Asia? According to the latest crowd sourced ranking, it is not Singapore. Thailand's Chiang Mai scored 78.1 out of 100 in Numbeo's Safety Index, narrowly ahead of Singapore's 77.7, as of 31 October, VnExpress reported. Davao in the Philippines, Penang in Malaysia and Hanoi completed the regional top five.

Singapore can console itself with a different title. Oxford Economics' 2026 Global Cities Index ranked the city state third in the world for quality of life, behind only Canberra and Bergen. Together, the two rankings say a lot about why Southeast Asia keeps attracting retirees, remote workers and regional executives, and about what each city does well and where it falls short.

Why Chiang Mai tops the safety table

Chiang Mai received "very high" safety ratings for walking alone, scoring 92.87 during the day and 81.09 at night, according to Numbeo's data. The northern Thai city also topped Numbeo's rankings in 2025 and in the mid year 2026 edition, so this is not a one off result.

Chiang Mai's appeal is well known among long stay visitors. The city combines a slower pace, a lower cost of living than Bangkok, a large community of retirees and remote workers, and a culture that visitors describe as welcoming. That reputation feeds into how residents and visitors perceive safety, which is what Numbeo measures.

The score is especially notable because Thailand's overall tourism numbers have struggled this year, with safety concerns weighing on some source markets. A city level ranking that puts Chiang Mai at the top of the region is the kind of message Thai tourism authorities will be keen to amplify.

Safety perceptions also shape property and investment decisions. Developers marketing condominiums and serviced apartments to foreigners in Chiang Mai, Penang and Hanoi routinely cite safety alongside cost of living, and a top regional ranking gives them a ready made headline for buyers in Europe, Japan and China.

Davao, Penang and Hanoi round out the top five

Davao in the Philippines came third with 71.1 points, a reflection of the city's long standing reputation for strict local rules and order. Penang in Malaysia was fourth with 70.6, a popular base for expatriates and retirees drawn by its food, heritage and healthcare.

Hanoi completed the top five with a score of 66.4. Respondents reported feeling very safe walking alone in the Vietnamese capital during the day, while nighttime safety was rated "moderate". For a fast growing city of millions, a top five regional placing is a strong signal for tourism and investment.

Numbeo classifies scores above 80 as very low crime, or very high safety, and scores between 60 and 80 as low crime, or high safety. All five cities therefore fall in the high safety band, with Chiang Mai and Singapore close to the top tier.

Safety rankings are perception surveys, not police statistics. But perception is exactly what drives where tourists, retirees and remote workers choose to go.

The gap between the top two and the rest is noticeable. Chiang Mai and Singapore are separated by less than half a point, while Davao trails Singapore by more than six points. Large capitals such as Bangkok, Jakarta, Manila and Kuala Lumpur do not appear in the regional top five, reflecting the challenges of policing big, dense cities.

Singapore third in the world for quality of life

Singapore scored 91.6 for quality of life in Oxford Economics' 2026 Global Cities Index, behind Canberra, which topped the list with a perfect 100, and Norway's Bergen at 94.3, according to VnExpress. Grenoble, Bern, Oslo, Luxembourg and Dresden followed.

The report said Singapore performs well thanks to high incomes and low crime. "Singapore's excellent healthcare system also contributes to this achievement, as it has resulted in a life expectancy among the best in our rankings," it said. The drawback is high housing costs relative to other cities in the region, a problem made worse by limited land.

Oxford Economics evaluates quality of life from an economic perspective, using indicators such as income inequality, housing costs and crime. The category makes up 25 percent of the overall Global Cities Index, which assesses 1,000 cities across economics, human capital, quality of life, environment and governance. New York ranked first overall, and Singapore was the second highest ranked Asian city.

Housing is the recurring weak spot in Singapore's rankings. Private home prices and rents have risen sharply in recent years, and the report's warning about limited land echoes concerns raised by residents and businesses alike, even as public housing keeps most citizens insulated from the private market.

What the rankings do and do not tell you

It is important to understand the methods. Numbeo's index covers 406 cities and draws on website users' responses about safety during the day and at night and their concerns about theft, robbery, physical attacks and other crimes. It is a perception survey, which means results can shift with the number and mix of respondents. The key differences between the two rankings include:

    • Numbeo measures perceived safety from user surveys
    • Oxford Economics uses economic data on incomes, housing and crime
    • Numbeo covers 406 cities, Oxford Economics 1,000
    • Numbeo updates continuously, Oxford Economics annually
    • Neither directly measures affordability for newcomers

Oxford Economics, by contrast, uses economic indicators, so its quality of life score rewards high incomes and long life expectancy, which favours wealthy cities. On cost, Singapore's weakness, housing, is precisely what makes cities such as Chiang Mai and Penang attractive to retirees and remote workers.

The report also flagged a structural challenge for Singapore: its economics score is weighed down by slower employment growth, partly reflecting one of the world's fastest ageing populations. That links to the city's current labour market strains, covered in our report on Singapore's layoffs hitting a post pandemic high.

What it means for cities competing for talent

For governments, rankings like these are marketing tools in the competition for tourists, investors and skilled workers. Malaysia is easing rules for expatriate families, as covered in our report on Malaysia letting expat spouses work from 2027, and a strong safety ranking for Penang strengthens its pitch.

For individuals deciding where to live, the lesson is to read the methodology. A city can be among the world's best for quality of life and still be unaffordable, or rank high for perceived safety while lacking the jobs or healthcare some newcomers need. The best choice depends on what you value most.

Tourism boards are likely to make the most of the results. Thailand has struggled with weaker arrivals this year, and a regional safety title for Chiang Mai is useful at a time when some markets have raised safety concerns about travel to the country.
